ARTICLE I : NAME
A. The name of the base shall be USS MAINE USSVI. This name shall be synonymous with USS MAINE BASE of UNITED STATES SUBMARINE VETERANS INC.
B. For the purpose of this document, the term "base" shall be synonymous with "USS MAINE" of United States Submarine Veterans Inc.
ARTICLE II: EMBLEM
A. The official emblem of this organization shall be depicted by an oval of the National emblem. Other emblems as deemed necessary may be authorized by a 2/3 vote of the membership.
B. Use of the USS MAINE USSVI emblem/s for any purpose by any person, persons or group shall be by permission obtained in writing from the Executive Board of the base.
ARTICLE III: PURPOSE
A. STATEMENT OF PURPOSE. To perpetuate the memory of our shipmates who gave their lives in the pursuit of their duties while serving their country. That their dedication, deeds and supreme sacrifice be a constant source of motivation toward greater accomplishments. Pledge loyalty and patriotism to the United States Government.
B. CREED. The Statement of Purpose for the base shall be also known as the base Creed.
C. OTHER PURPOSES/GOALS. Other purposes/goals also include for consideration the following:
(1) Promote the social welfare of the submarine community
(2) Assist disabled and needy war veterans and members of the U.S. Armed Forces and their dependents and the widows and orphans of deceased veterans.
(3) Provide entertainment, care and assistance to hospitalized veterans or members of the U.S. Armed Forces.
(4) Carry on programs to perpetuate the memory of deceased veterans and members of the Armed Forces and comfort their survivors.
(5) Conduct programs for religious, charitable, scientific, literary, or educational purposes.
(6) Sponsor or participate in activities of a patriotic nature.
(7) Provide insurance benefits for its members and dependents of its members or both.
(8) Provide social and recreational activities for its members.
(9) Provide a way for all Submariners to gather for mutual benefit and enjoyment.
(10) Strive for a strong National submarine force.
ARTICLE IV: POLICY
The base shall adopt no policy in conflict with the laws and practices of the United States Government and the United States Submarine Veterans, Incorporated Constitution and Bylaws.
ARTICLE V:FISCAL YEAR
The fiscal year of the base shall commence on the first day of January and end on the thirty-first day of December in each year.
ARTICLE VI: MEMBERSHIP
A. Membership shall be as delineated by the USS Maine Base Bylaws and Constitution.
B. LIFE MEMBERS OF USS MAINE USSVI: Life Members will be those members who have been Qualified in Submarines for a period of fifty years or more. Life Members of USS Maine Base are not required to pay base dues.
ARTICLE VII MEMBERSHIP DUES
A. Members shall pay National membership dues as delineated in the USSVI Constitution and Bylaws.
B. Members (except active duty military members) shall pay USS Maine Base Membership dues as delineated in the USS Maine Base Constitution and By-Laws.
ARTICLE VIII: OFFICERS
A. Elected Base Officers shall include the following:
(1) Base Commander,
(2) Base Sr. Vice Commander,
(3) Base Jr. Vice Commander,
(4) Base Secretary,
(5) Base Treasurer.
B. The duties and term limits of the Base Officers shall be as established in the Base By-laws.
C. Appointed Officers are appointed by the Base Commander and shall consist of:
(1) Chief of the Boat,
(3) Base Store Keeper,
D. Termination of any office shall be established by the Base By-laws.
E. No officer shall be paid any salary for services rendered on behalf of the organization.
ARTICLE IX: EXECUTIVE BOARD
A. The Executive Board shall have the control and general management of the affairs and business of the organization.
B. The Executive board will consist of all elected officers. Appointed Officers may attend Executive Board meetings to give input, but may not vote.
C. The Executive Board meetings and duties are established by the Base By-laws.
ARTICLE X: MEETINGS
The meeting procedures will be as established in the Base Bylaws.
ARTICLE XI: VOTING
Voting on Base matters will be established in Base Bylaws.
ARTICLE XII: CONTITUTION AMENDMENTS
The Constitution will be reviewed and revised as required whenever the Base Bylaws are reviewed and revised as established in the By-laws.
